Fresno Free College Foundation/KFCF Executive Director
Summary: The Executive Director is responsible and accountable for overall administration, programming, personnel, financial, technical, and public relations operations of the Foundation and radio station, and other duties as determined by the Board of Directors. RESPONSIBILITIES Financial Record-Keeping and Reporting: The Executive Director (ED) is responsible for maintaining all financial records and insuring compliance with all state and federal reporting requirements, in cooperation with the contracted Accountant and the Board Treasurer. The ED prepares an annual report at the end of the fiscal year, August 31, which is presented to the Board and posted to the Web site. Reporting duties also include ensuring preparation of annual tax and payroll reports. The Executive Director maintains the Foundation bank accounts, pays all bills, and maintains the Quicken financial management program, consulting with the Accountant and Treasurer so that all incoming and outgoing funds (cash, checks, credit card debiting) are properly categorized and recorded in a manner that is easily understandable to the Board and its committees. The ED works with the Board Budget and Fundraising Committees to prepare the Foundation’s annual budget and to maintain the fiscal integrity of the Foundation through increasing subscriber numbers and developing fundraising activities to meet the Foundation’s financial needs. FCC Compliance: The executive Director is responsible for insuring that all FCC and other state and federal regulations and requirements are met. This includes maintaining state-mandated corporate records, the Public File required by the FCC, and making these available for public viewing during regular business hours. In coordination with the Chief Engineer, the ED is responsible for ensuring the maintenance of necessary FCC logs, and for the training of all programmers on FCC requirements (regarding station identification, obscenity rules, etc.). The ED produces and files all required quarterly and annual FCC records and files license renewal applications. Compliance with Other Public Agencies’ Requirements: These include reports regarding Equal Employment Opportunity (EEO) mandates, appropriate non-profit registration with the state Attorney General, compliance with Occupational Safety and Health (OSHA) regulations, Corporation for Public Broadcasting (CPB) requirements, and other necessary local, state, and federal filings. Personnel: The Executive Director supervises all staff, interns, and volunteers of the Foundation and KFCF, unless supervision of interns or volunteers is delegated to a Board member or committee. The ED is responsible for compliance with all state and federal employment requirements regarding recruitment, the hiring process, termination, and other personnel actions, and follows the procedures outlined in the FFCF Handbook (and any updates). S/he also handles staff grievances unless the grievance regards the Executive Director, in which case the grievance is reported to the Board Executive Committee. Any complaint by the Executive Director is to be brought to the Executive Committee for resolution. The ED maintains payroll records, ensures the maintenance of public safety and access measures [e.g., with respect to the Americans with Disabilities Act (ADA)], for staff and the public, at the radio station and its offices. The ED posts required personnel-related notices, and complies with all employment laws. Office Operations: The ED ensures that the station is staffed during posted hours, currently from 9:00 AM – 12:00 & 1-4:00 PM, and for arranging access to the office for Board members and Programmers who need access during other hours. The ED maintains records of who has office keys and oversees the security system, giving those authorized to open the office a password and training them in activating and deactivating the alarm. The ED, along with other staff, maintain all necessary paper and computer files and ensures that all necessary office supplies are stocked. Along with the Board President and the Chief Engineer, the ED makes sure that all office and station equipment is maintained and repaired. General Operations: The Executive Director is responsible to verify that the transmitter functions in compliance with all local, state, and federal laws and regulations. The ED provides information on the state of the physical plant to the Board and provides other Board requested information and documentation. The ED reports regularly to the Board. Programming: The ED is also the Program Director, and, as such, is responsible for overall supervision and coordination of all local station programming. The ED consults and collaborates with the Programming Committee of the Board, the entity responsible for evaluating existing programs and reviewing programming proposals. The Programming Committee makes recommendations on programming changes to the Program Director (ED), but the Program Director is responsible for deciding on and implementing program changes, in keeping with FFCF’s mission and goals, and for reporting programming changes to the Board. The ED oversees technical broadcast operations and program content, the meeting of production standards, delivery, format, and schedule. S/he makes sure all programmers are adequately trained both technically and on station policies. The ED ensures program content complies with all local, state, and federal laws, regulations, and requirements as well as with Foundation programming policies and requirements. Participation in Board Governance: The ED attends Board meetings, and is an ex-officio member of the Board and all Board Committees. The ED provides the Board with requested information and documentation, and timely reports and communication on FFCF/KFCF concerns that are within the Board’s purview. The ED updates the Board on all programming changes, staff or legal issues that require Board decision or intervention, communications from community or governmental agencies or organizations, Foundation and Station needs, and, as needed, requests for Board or Board Committee assistance. The Board Secretary is responsible for soliciting Board agenda items from the ED, and provides the ED with an electronic copy of all Board and Committee meeting minutes for posting on the Foundation Website. Membership Records and Mailings: The Executive Director is responsible for maintaining and regularly updating the membership database. This includes obtaining subscriber information from KPFA, as well as insuring that individuals who donate more than $25/year directly to KFCF or the Foundation are also included in the database. The ED provides up to date membership information to the Election Committee, the entity responsible for planning annual elections of the Board of Directors. The ED is responsible for maintaining the bulk mailing account, and for organizing bulk mailings for KFCF and other Foundation projects as needed. Public Relations: The Executive Director, along with the Board President, is the chief spokesperson for the Foundation and KFCF. With the Outreach and Fundraising Committees, the ED is responsible for producing promotional materials including press releases, flyers, and posters for all events sponsored by the Foundation or the Radio Station, and for distributing those materials in a variety of ways to the media and community at large. With those committees, the ED develops strategies and plans for fundraising. The ED and staff under his/her direction ensure that phone calls and emails to the Foundation or Radio Station are reviewed and responded to in a timely fashion. The ED is responsible for working with the Webmaster to keep the Foundation and KFCF Web sites maintained and regularly updated with information including: programming schedules, announcements, financial reports, Board and Board Committee meeting dates, minutes of Board meetings, and other information required by law or policy. The ED represents the station and FFCF at public forums, and acts as liaison between the Foundation and community organizations and between KFCF and other radio stations and networks including Pacifica. Public Events: With the Fundraising and Outreach Committees, the ED is responsible for organizing Station or Foundation-sponsored public events. Duties include: arranging venues, publicizing events, scheduling volunteers. The Executive Director, in conjunction with the Board, organizes the Annual Banquet and arranges for a guest speaker. |
